May I suggest a simple solution that would be fast and simple? You will be able to play the game you bought and we can resolve the issue.
First you will have to download software to change your IP location. For this go to https://hide.me/en/
- Completely close the steam, by going Steam, Exit. Important for this to work.
- It is free to try. Start the app you downloaded.
- Launch the app. It will be pretty straight forward, just click next till it says: Start Your Free Trial
- Click the button Start Your Free Trial and you will be good to go.
- Next select Lithuania from the list (it says Automatic) and click connect.
- Open a new browser go to web site: https://whatismyipaddress.com/ and it should say you are in Republic of Lithuania, or just Lithuania.
- That is it, start the Steam. And activate your key again. It should activated as it is.
- You can play your game.
